Trifloxystrobin blocks fungal respiration at a specific point in the energy production chain, moving into the leaf for lasting preventive protection. Tebuconazole targets a completely different process, ergosterol production in the cell membrane, and brings real curative strength against infection that's already begun.

This combination already has some built-in resistance protection since it spans two unrelated FRAC groups, 11 and 3, which is a meaningfully lower risk profile than either active used alone. Still worth rotating with a multi-site protectant across a season rather than relying on any single-site combination, however well protected, for every spray on the same block.
